    Default Roma in negative

    I'm about 70 turns into my Rome Campaign and it's all going swimmingly except for my Capital, what ever i do i can barely keep it above -2000, regardless of what buildings i build, the rest of my empire has income i consider normal, when ever i play a non-Roman campaign my capital always brings in the most money, why is Rome such a money pit for me? I upgrade sensibly for a balanced city between happiness, income, taxes, game/races but it's always just draining money.

    Each city pays a portion of the upkeep of your military in proportion to its population. So the largest city will pay the largest portion. A city's portion of the upkeep is sometimes more than the total income of the city and will show as negative income on the campaign map.
