Scotland Units Magically Reappearing

I'm currently playing as England through the Stainless Steel 6.4 Mod, Early Campaign.

After having conquered the main isle + Dublin, I got the ancillary "King of Britain". I'm not sure if this is part of vanilla or the SS mod.
Scotland was also destroyed as a faction (the message popped up)

Either in that turn or the one following, I'm not quite sure, a Scottish priest, a Scottish merchant, and a Scottish merchant (or diplomat, don't remember) appeared out of thin air next to Edinburgh.

This is no big deal but I was just curious. They are labeled as Scottish units and say (at war) on top of their heads. Anyone know what's going on? Probably some glitch I'll bet. Anyone know of what nature if then?

Thats a part of SS.

The agents that spawned are a part of a script for the AI that was made specifically to aid the AI because it is too stupid to realize it needs more agents. the faction is still destroyed, so the agents can do no harm.
