You have to remember that CA do not make the call about things like this. It's all down to Steam. You'd have better luck contacting Steam. This is an important thing and a dev would've answered by now since this issue has been raised before. This is a Steam decision, mate. You're going to have better luck contacting them. They have a schedule so they'll know what plans they have for Rome 2.

If connected meaning 'online' then no. You still need to run Steam but you can always turn Steam offline after the first time you activate/play the game online.
Regarding pre-download I'm guessing either this weekend. Or the very latest 48 hours before the game unlocked.
24 hours seems too short as the server most probably will be congested.

I don't think it is up to Steam. They are probably afraid of sb pre-loading the game and leaking content..
I'm pretty sure we'll know when pre-load begins before Saturday night. Atleast that's what I hope anyways

Well after i download 15-20 gbs at home with my somewhat fast connection i don't mind getting some few extra megas from a slower connections i might have available.
Sadly for me, i live in southern Spain and all of my friends are working abroad, the closest one being as far as Bournemouth and the farthest at Oxford, and both of them have crap internet connections anyways xD
It seems that I'm back to using my huge wifi antena to steal some broadband from my neighbours ^^
You're gonna need it to play the first time. You'll have to haul your computer to the public library or something because you won't be playing Rome 2 with no internet.

I doubt that there won't be a pre-load for a big title like Total War. Anyway, Steam usually have their pre-loads up a couple of days before the launch.
Well, maybe today is our lucky dayTBH, i think that the pre-load option will be available 48 hours before releasing. Though, there is a possibility that the pre-load option will be available 24-hours before the 3rd, i think the time will be enough to download the whole game, even with a bad connection. Let's cross our fingers and pray that the pre-load will be 48 hours before the release date.
