Family Members and other Characters Generals Only?

This has probably been asked and discussed, but I'm not going to look through hundreds of posts to find and necro an old discussion.

Will family members only be able to lead armies or will they be able to govern settlements as in previous Total War games? Also, if you want to recall a general from the field, will you be able to do so and replace them with a younger/different commander? How does this all work?

And, I have one more question about the female characters, will they be used in the game as well as male characters (not as Agents) and will they be movable like
family member males and male generals?!
