I preordered from BestBuy (had gift cards), but can not find anything that shows that I will receive the free Greek States. Does anyone know if I will... or if all else fails, will I be able to purchase the DLC on day one???

Only way to know is if you contact your retailer. If the culture pack doesn't come with it you'll be able to purchase it day one but it will not be free.
Surely since you pre-ordered your copy would come with a serial code for the culture pack or something. Best check with the retailer.
If it does not I would cancel that pre-order ASAP and place another one with either Gamespot or Steam.

I am almost 100% sure that all retail box copies would come with all the free dlcs. there is a reason why it is retail. the only ones that doesn't are some 3rd party sites from some 3rd world countries that only sells cd keys. even then the website still tell you straight up if it comes with the dlcs or not(the good ones anyway) it is bestbuy, you bought retail box right? I doubt you got anything to worry about.

Pontus and, in October, the Seleucids, certainly. But, just preordering blindly will not get you the Greek Citystate Culture Pack as that requires a retailer, which has an agreement with CA. Free DLCs are downloaded through Steam by default, but the GCCP requires a special code to made available.
BestBuy doesn't have an agreement with CA, currently, and is therefore not capable of granting you a GCCP code.

Yea I'm a bit confused as well. Some online retailers are selling copies of both (?) with it cheaper to not have the Culture Pack. I got mine on GreenManGaming because I had a bunch of credit on there so I basically got it for free, but closer to launch they just give me a Steam code and I know that comes with the Culture Pack, but I'm not sure about other retailers, especially physical. Odd

I may have read that retailers who give away the Greek Pack will email you the code when the game is released so the Greek Pack code is not included in the box. So if the retailers did not mention anywhere they are offering the Greek Pack then you can safely assume that they will not be included.
CA has stated that only participating retailers are offering the free DLC. That means not all. Digitail or box.
