Might depend on how you deleted your Steam folder. If you used Steam's uninstall function, I've found it leaving the files still there and when I reinstalled remaining mod files caused a conflict. So I'd delete via explorer and in particular any mod files.
Proculus: Divine Caesar, PLEASE! What have I done? Why am I here?
    Caligula: Treason!
Proculus: Treason? I have always been loyal to you!
Caligula: [laughs insanely] That IS your treason! You're an honest man, Proculus, which means a bad Roman! Therefore, you are a traitor! Logical, hmm? Ha, ha, ha!

Delete every single trace of RTW that you can find. That's the safest way to do it, worked for me with Napoleon TW, and Empire.
