Let's face it: Rome II will have faction DLCs, and no amount of protest will change that. However what we can do is express our preferences for factions to be made playable, in the hope that CA might look at them when they plan a new culture pack.
Note that make playable means: unlock, add unique units to roster, add unique buildings, add unique traits, add unique objectives, (possibly) add unique agents, enable internal politics. Not simply unlock, which can probably be done via mods.
So here's the list of all non-playable factions, plus an option for those who still wish to protest "I don't want any faction DLC". You may vote any number of them (yes, you can also vote all of them), and you are kindly invited to make a post explaining why you chose certain factions and proposing packs of factions, explaining why you put those factions together (culture, similar challenges, geographical area, etc.).
If I forgot I faction please tell me, I'll try and ask a moderator if she/he can add it.
