    Default No Carthage unit?

There's one unit in the Carthaginian roster that I can't recruit, they're african libyan swordsmen.

Is this because of using cheats or not using cheats?

you have to upgrade your factional barracks to get better units, but the cities where u can recruit your factional units arent many. only on the cities where there is homeland available and subjugation available.

You mean the: Elite African Infantry - Dorkim Afrikanim Aloophim?

In order to train these units, you need to trigger the Qarthadast reforms. They're detailed in the FAQ, but here are the requirements:

-Hold 3 of these cities (Tolosa, Massalia, Segesta, Arretium, Ariminum, Roma, Capua, Arpi, Taras, Emporion, Arse, Mastia, Gader)
    OR
    -Wait until 200BC
So, essentially, you need to build up your non-factional barracks in regions beyond your immediate core area in order to integrate Italic-Iberian military technology and methods into your core troops. You'll also gain access to Iberian Assault Infantry (heavily-armored swordsmen with heavy Javelins and Armor-Piercing swords) and more heavily-armored versions of the Libyan Infantry and the Liby-Phoenecian Infantry.

Carthage gets four new units when they go through their reforms:

Libyan Heavy Spearmen which are a slightly heavier version of the Libyan Spearmen unit
Liby-Phoenician Heavy Infantry, again a heavier version of the Punic hoplite
Elite African Infantry which are a Roman-style infantry - very good, quite expensive
Iberian Assault Infantry which are very similar to the Roman version of Samnites

There are also Elite African Pikemen and Sacred Band Infantry but I think you get those before the reforms. I'm not 100% though so check.

You do get those before the reforms. I'm using them now in my current Carthage campaign and I'm still a few years from hitting the reforms.

    Perfect.

I use those African Pikemen only for fighting exclusively other sarissa wielding units, otherwise I might suddenly turn Carthage into a Successor state which it's not.

Yeah, I used them against the Romans and immediately regretted it. It feels like cheating when you use them against non-Sarissa wielding factions.
