Try the Massalia swap faction, and the Galatian one.

The hardest faction can possibly be Capua as a swap faction.
- Right next to rome -> terrible starting position
- no imperial reforms thus no extra awesome legions
- terrible generation of income on the first few decades as I personally encountered
yeah and just the 'close to rome and her powerful armies' thing really is a pain in the toiletseat warming device
