The second question is per adult citizen who can participate in the assembly. But as you can have only maximum 5, there is no loophole to this.

You have to do something (roleplay) to get those points. Agreed that your character background mentions aristocratic angle, but people of Athens, like Rome, were pretty much fickle and ungrateful.
