So I've been expanding in nearly every direction as Rome and so far it's been okay. The only annoying part for me is to send my veteran army all the way back to Italy just to replenish them. While my main army's gone, I use regional auxilia units to hold my conquered regions. However, in Gallic, Thracian, and other celtic regions, I haven't been able to recruit any auxilia unit. I upgraded my auxilia barracks all the way til lvl 3 and still not a single unit I can recruit..this is really slowing down my conquest process. Is it a bug or is there any way to fix it? One other thing I noticed was that the government types do not seem to make much difference. Whether it's Type 1,2,3, or 4, I can still recruit the same auxilia or native units, so what's the whole purpose of having them in the first place? What I can build do not seem to be restricted by them either so can anyone tell me the difference between different governments? Type 3 is supposed to make the inhabitants happier, but it really gives no significant bonus and its only 5% happiness is offset by -5% public order. What's the deal with that? I actually like using type 4 because I won't have to worry about my settlements rebelling as this type of government gives governors with relatively high influence so I get that part.

Every goverment type, be it 1, 2, 3 or 4 will give you the ability to build factional as well as regional MICs. MICs are your vanilla barracks and there are 5 levels (or upgrades) for both your factional and regional MICs. Your goverment type (1 through 4) determines how far you can progress through both building trees (factional/regional)
    So, to simplify my explanation;
Goverment type 1 will let you build through the whole factional barracks, all the way to the 5th one. In turn, this means you'll only be able to get as far as the second regional barracks (of which there are 5 in total as well). Goverment type 4, for example, will let you build all 5 of the regional ones, but only up to the second level of your factional barracks.

In any case, your goverment type does not directly determine what units are impossible to recruit, auxiliaries or 'allied' troops come with the regional barracks. Ofcourse, your goverment type does determine how far you can get your build tree going.
    Type 1 Factional 5 Regional 2
    Type 2 Factional 4 Regional 3
    Type 3 Factional 3 Regional 4
    Type 4 Factional 2 Regional5
You do have more "chance" to get more/better auxiliaries the more you downgrade your goverment type, this is not a fact per se, but logic.
To see which units you are able to recruit with what MIC (factional or regional) I suggest to check the recruitment viewer.

See the thing is, I can't build any factional barracks in any of my conquered regions. Even in Italy, I had to wait til Polybian reforms until I could build factional barracks lvl 1 in cities like Arpi, Tarentum, and few others. For my other regions, I can only build auxillia barracks which goes all the way til lvl 5 whether its government type 2,3, or 4.

That's normal for Rome. You don't gain the ability to build Factional MIC outside of Italy until you hit the Marian Reforms.

Yup, that's the way that Rome works. You would only be having an issue if you couldn't recruit units from the Regional MIC. Edit:
Q: As the Romans, why can't I build factional MICs in X area.
A: The Romans can only build factional MICs in areas that contain Roman units. The area expands based on the reform level (see below). During the Camilian Era, you can build factional MICs in your starting cities plus Segesta. During the Polybian Era, you can build factional MICs in "Homeland" regions (Italy). During the Marian & Avgvstan Eras, you can build factional MICs everywhere, but have limited recruitment, based on the area.
Sometimes, reading the FAQ does help.

I beat back their first attack with ease. Properly employed, E's can be very deadly, deadlier even than P's and Z's, though they're not as lethal as Paula Abdul or Right Said Fred.

The only thing I can think of, in that case, is that you need to destroy the factional barracks of the previous faction in each of those cities? Although that probably won't fix the problem, it's worth a try.
I don't think the script could have anything to do with it.. do you destroy the goverment type of the previous faction that was in control of the city before you came in?
If not, that might be the solution. You'll have to destroy that in order to build military occupation, and afterwards you get to choose what goverment type you want.
I'm just thinking out loud here.
