The one in the upper right was on the military research panel. IIRC it was the supply reforms or something.
Otherwise I would have guessed for a declaration of war or the recruitement of troops.

This is , with 99% certainty, artwork for the military reforms. I guess this means that all factions will have reforms similar to the romans.

Got to say, The Greeks look very cool in that picture.
As to what it might signify, im going to go with Reforms of some sort.
Either a declaration of war or the creation of a new army.

These pics are weirdly inaccurate:
-Kilts on the barbs, including one with trousers underneath
-Greek troops hundreds of years out of date (Peloponnesian war) with Corinthian helmets, yet also wearing iron instead of Bronze.
-Trajanic legionaries
-Cataphracts as infantry
I suppose this must be to get a feel for the faction groups, because none of the units displayed have been this wildly wrong. I still have faith in CA
