The Roads will improve/grow and grow worse depending on wealth between the cities it connects (i think at least its about the wealth, could have also been the trade income?)

You can't upgrade them, there is a new dynamic road system:
The more you use them, so I guess it depends on how much you trade? , the better the roads are
