The estimated release date for RTR 7.0 is TBA, but I expect it sometime this winter...
Yes, RTR 7.0 is based on the BI engine and will require BI installed to play.
Essentially, RTR 7.0 is a revamp of RTR fully utilizing the BI engine, and RTRPE is a direct port of RTR 6.0 Gold to RTW 1.5 with no new features save for loyalty and rebellions. RTRPE is now the preferred version of RTR because it is accepted that the AI in RTW 1.5 is superior to 1.2.

RTRPE is just RTR Gold that works with the 1.5 patch, and can be easily modded to work with BI.
RTR 7.0 is a completely new version. It will have a different map, new factions (using the counter-faction system mentioned above), many new/improved units and so on. It will also utilise more BI features than RTRPE currently does.
And what id that "easy modding" to make loyalty available?
