Does anyone know if you pre-order the steam version of the game, will it be available midnight at 12:00?

No. It has to be "unlocked" in order to play the game (preload is another thing). This usually happens during the release day. At what hour? It depends.
Disclaimer: the post above is way way prealpha, the final version will be way better than this.

I'm hoping that since CA is an UK based company, that they'll release it around midnight on European times.

Is gonna be Sep. 3 on England while it'll still be Sep. 2 here, will I be able to play it then?

Preloading means that you download the game before the game is released. It means all you have to do is activate which usually goes automatic. The steam page where you bought the game usually has a timer so you can keep track of when the game will be released. On the hour even.

Changed the thread title so its more understandable.

Here in Germany, most of the Steam games are unlocked at 19 o'clock (7pm) on release day. Kinda sucks in my opinion, but well, I have to work til 18 o'clock so I guess it doesn't really matter.

When I look at the game on steam it only says september 2013, without a specific release date.

Search the forums for pre-load, there was a thread on it not long ago, it'll explain what it is.

10 am EST? Is that the day of release or day before release? What time zone are you?

EST is eastern standard time which is the east coast of the US. It gets released on release day.

preload is usually 90 to 95% of the game files in encrypted form, so we don't overload the server on release. my own personally experience has been mid night to 3am unlock times. it varies between games. the moment you download the last few percent and the unlocks the game is when you play :P basically all the benefits of the old mid night releases without the pain of waiting in line at a brick n mortar store. pre loading is a no brainer for TW games though since the files are so big. around 25 gigs :() I am surprise so many of you guys don't know this.

so Steam activates usually happen after midnight release? I pre ordered the download from Amazon since I have giftcards so I wonder if it would be worth to switch to Steam or not because of preload but it sounds like you can't play till after midnight, when I'll be asleep so letting it download overnight with amazon might be my best bet?

if you are not playing at 12 am :p there is no advantage to the preload unless u got slow internet connection. so don't switch from amazon. no point.

I read this on the Total War facebook page:
Pre-Purchase ROME II with Steam and not only get the Greek States DLC but also the Greek Hellenic Armor for The Pyro, the Egyptian Cheetah set for The Scout and now the Barbarian Set for the Demo in TF2! More to come! Also, we can confirm that pre-loading on Steam will be happening before release on Sept 3rd – stay tuned for more details!
So preloading is maybe on 2nd of September. And then you can play immediately when 3rd Sept comes....I guess...
