Nr 2 Is likely a yes. Techtree stuff
1: nope. I highly doubt it'll ever happen. CA loves limiting the player
2. maybe. As babydoc said, techtree.

1. I've heard anecdotes that if you lose you capitol, it will get placed somewhere else, but then upon regaining your original capitol, it switches back.
2. Probably. I've heard that, for example, there is a tech for the Romans where your soldiers can throw their pilum while moving, rather than having to stop to throw.
But all of this is kind of shaky really.
Captain: "Sir, our scientists have researched a way to throw objects while still moving!"
Consul: "Impossible! Pics or it didn't happen."
Lol, It's not that scientists have to "research" throwing things while moving, It's just that in the real world battle tactics would've taken a long time to spread and be perfected. Like how in Empire, if you didn't research a technology fast enough, and all the other countries knew it already, then the game would just give that tech to you because the idea would have spread to you.
CA only limits stuff to guide their dumb AI. It's almost as if everything is built around BAI and CAI.
