You can't, they were all units in the alpha/beta version of RTw which those pics are taken from. They are not in the full game.

Some of the units were included, although not many (and they are hidden in the files, so you have to unpak and dig them out). I believe there was something called the "lost units' thread a long time ago which gathered most of these together. Still though, its only the odd unit here and there. There werent any romans that I was aware of.
