Teutonic Campaign: Norway can't recruit units

While modding a bit on the Kingdoms Teutonic campaign, I realized that Norway can't recruit any units at all.

Is this a know (an unfixed) issue? Or it is a "feature"?

It makes me furious because now I have to fix that too

It probably is an unfixed issue, I think there were people who were trying to play without recruiting any units too

Given how Norway featured in that campaign, I think this was intentional. The fact that this issue wasn't addressed by the patches that fixed all the other bugs in the campaign shows that it was intentional.

But if you play as Norway, there's no reason to fix it. You can still win even if you cannot recruit units, since you can still recruit mercenaries and still have a never-ending supply of cavalry from family member bodyguards. I would play it like it is just for a challenge.
