how to set a governor in cities ?

I f I have more generals in one city how can I change who of them will be a governor ?

You can't, you just have to move the rest out.

I think its based off of chivalry and command stars. I could be wrong though.

Why would you want less population growth?

Isn't it based on whoever will bring in the most income? Often see even my faction leader being displaced as governor! But never seen a new governor cause the city to have an overall lower income than the one he is taking over from.
