No, what he means is--the tiny towns and stuff from previous games like NTW. They are gone.
Each region now has all of its buildings/resources, population centralized around a city. (not realistic when most people lived in country but whatever). Anyways, each region has one big city or one little town. They can visually expand on the map, but no other towns/villages will be shown around them, at least from what we've seen.
I don't particularly like it myself, I like the strategy of having to take the smaller villages/settlements to then choke off the main citiy, but mods will hopefully fix this.
