I've noticed a difference in BC and Stainless Steel. In the latter, map trading occurs more often. The relative wealth of the other realm also seems to have an effect. A realm with money is more willing to trade maps (assuming I've got a decent relationship with them) than a realm that is bankrupt.
A diplomat with greater influence is also likely to be more successful.
I think, but cannot swear to it that a general's traits can have an effect too, especially when dealing across religious lines, e.g. "hates [insert your faction/religion]" has a negative effect on diplomatic dealings, in addition to the stated combat effect.
