I hardly believe that it isn't a fake. It have few provinces own, literally, by no one. For example Latina (Roman Kingdom), and Western Sicily (Phoenician colony of Lilybaeum).
For Asia Minor I'd use this map, except Galatia should belong to Greater Phrygia.

The campaign map is fully moddable in Shogun 2 with the assembly kit.
Also you can checkout this mod: Expanded Japan mod (7 new regions, 5 new factions)

Actually, I am currently not really making one right now, but rather doing tests and experiments with it. I am holding off making a new map until Rome 2 is out. As if we get an Assembly kit set of tools for it I won't have much interest in Shogun 2 anymore.

Well, I'd love to see Rome as a client-state of Etruscan Kingdom/League, trying to survive and make their own mark in history, but that site is obviously fake..
And look at DAT Persian Empire! By the name of balance! It must have been chopped to sum client-states!
