I thought Shogun II had some pretty sizable mods. The fact that it was in Japan limited it a lot though. With such a large campaign map in Rome II I'm confident the excellent modders we have on this site can work their magic and come up with some great mods.
As for what needs to be modded. Kinda have to wait for the game to be released. I mean, I'm a little iffy on the UI right now, but I will certainly give it a shot.
I'm pretty sure that Rome 2 is moddable to the same extent as Shogun2. Makes most sense to me.
I'll wait for the unit cards to be modded. Since Empires, I have started waiting 6 months after release to make sure the game is worth the price and trouble to play.
I'm sure it'll be the same as all the others on Warscape where you can't mod the Campaign map itself or anything along those lines, rather just tweaking the unit values and other stuff.
Darthmod, Radious mod and Trom 3 are Shogun II great mods and have tons of tweaks and adjustments. The Sekigahara campaign mod is another great mod with several changes.
It will for me, no doubt about it. As Shogun II and any other Tw games did.
I'm betting on some really, really good faction mods to come out. Like Baktria, the Seleucid Empire, etc. The modding community might make these factions with more detail than CA's factions.
It's still the Warscape engine, so a lot of the tools for Shogun 2 are probably usable - exept the tables and their format might have changed. I think we can expect modders to be able to do most of what they were able to do with S2.
If you speak of total conversions, I think that Rome 2 will interest more persons than shogun II. The public is largest. Some modders of Rome 1 will certainly try to work on Rome 2, even if it will be harder. What is important for total conversions is modeling, when you look to all the persons who mod very few are able to model, if we want new weapons, helmet, new buildings, several modelers have to come on that game. If they don't come, you will have simple tweaks like you said.
There will probably be some amazing mods for Rome 2. And more than there was for Shogun. The geographical location will have greater appeal to many folks.
Shogun had quite some awesome mods...and indeed Rome II will be more appealing, thus more people interested in modding/playing the mods.
