I did something wrong re: Guilds.... help please :-)

So I "think" I had already agreed to a guild in London the last time I played... not sure which one.... but I was offered Theologians' Guild a few turns after reload today.... then next turn.... same offer (wait.... I paid you 1000 florins last turn, didn't I?)... hmmm... so I pay again (yup -1000 florins... see it happen).... then next turn... same offer.... check city screen.... no guilds.....

So where did I go wrong?

Are you 100% sure that you built it in London? Your best bet is to check all of your cities for the Guild(s). Also remember that Guilds, like regular buildings have "upgraded" versions.

Bear in mind that the upgrades cost more than the starting guilds. If it costs 1000 florins every time then it's the first level guilds that are being offered.
