I reckon they're mercenaries or AOR troops. I think Clibanarii (the Roman equivalent of cataphracts) came in sometime after the timeframe.
but arent Clibanarii founded AD ? this would be only few years AD (27 if im correct) . some guy told me they are in egypt trailer, and honestly, i really cant find them :S
Why not? The romans used them, and just because it's a bit further in the timeline it shouldn't be out of the game. Just make it a late game unit. And maybe you have to control some regions and you can only produce them around there.

I don't think this game goes past first century AD. I don't think the Romans started using cataphracts themselves until centuries later, after much exposure to them. The first time they faced cataphracts in battle was Carrhae, in 53 BC.
It'd be cool to have them in an expansion, if said expansion deals with the later Roman/Byzantine empires.
As it stands, however, the Roman legions will be deadly enough, and Rome doesn't need any cataphracts.
It does not fit the timeframe of the game, so i don't guess that they will be included..

Romans shouldn't have cataphracts (I don't think about mercenaries but about standard Roman unit). They had them but in late period 4-5th century AD. Cataphracts should be in expansion pack - Barbarian Invasion 2 or Fall of the Roman Empire.
