That is something you would have to do with campaign ai. Not sure exactly.
I saw something called "prefers_naval_invasions 0" in descr_sm_factions.I changed it to 1 but I haven't noticed the difference.
And what about faction labels from descr_strat? "fortified caesar" "napoleon something", maybe there is a specific label which fit better to thalassocratias...
Btw, french fleets in medieval era were crappies in comparison of english ones. Thats why french kings were forced to hire preferencially Bretons, Navareses and even more Genoeses to have some decent fleets. So, its historical if in your campaign frenchmen don't invade that much the britannic isles.
The faction labels in the descr_strat only have "sailor" as a construction personality, I don't think there is a troop production label that specifically includes naval forces. Of course one could assume that if the A.I. was more inclined to upgrade their dockyards then they would eventually also be building more ships. Certainly worth a try, though I've not personally tested the "sailor" type in-game.

p.s. I also peruzed the campaign_ai_db and unfortunatley there aren't any values specifically assigned to increase the frequency of naval invasions, so no dice there :/

I think as far as ships go with the ai it tends to be a miss more often then a hit. They tend to ignore islands for the most part. Not sure how the ai works to prioritize land movement over sea. Chances are nothing can be done about it.

I don't know even the first thing about programming, but I do know it's possible to get an AI that likes naval invasions more often. The Deus lo Vult AI loves naval invasions almost TOO much, to the point that you have to have a fair degree of naval supremacy to even contemplate holding an island territory for long. Anyone wanting to look at upping the SS AI's naval interests might want to go grab the AI from that mod and figure out what the DLV team did different.
