    Default Consilium Amendment Bill

    Consilium Belli
Six members in total, drawn from the Civitates, Artifex and Patrician ranks shall be appointed by the Triumvirate to discuss and advise on ideas concerning the Total War section of the forums. These members should have a strong background in the Total War modding community and be in good standing.

A public forum will be created in the Questions & Suggestions forum, where all suggestions regarding the Total War section of the Forums will be discussed. The Consilium Belli shall make necessary recomendations to the staff on issues of the Total War and Modding Sections.

    Appointment to the Consilium Belli:
Each member of the Consilium Belli has a term which lasts for a period of two months from when they are appointed. When a Council member’s term is due to end or a Councillor resigns, the Curator will choose when to open a candidates thread and post an announcement in the Symposium. Applicants must then post their reasons for wishing to participate and relevant qualifications within this qualifications thread, which shall remain open for 72 hours.

After the candidates thread is closed the Triumvirate will appoint as many new Councillors as are required at that time. Councillors may serve consecutive terms though in the interests of fairness the Triumvirate will attempt to introduce new qualified councillors when possible. The Council will have the power to invite temporary members to assist the Council.

    Consilium Pacis
Four Civitates, Artifex or Patricians shall be elected by the Curia as per the "Curial Elections" section of the Syntagma to discuss and advise on ideas concerning the Common Community section of the forums. These candidates should have a strong background in the Common Community and be in good standing.

A publically viewable forum will be created in the Questions & Suggestions forum, where all suggestions regarding the Common Community section of the forums will be discussed. The Council shall make necessary recomendations to the staff on issues of the Common Community. Each member of the Consilium Pacis has a term which lasts for a period of two months from when they are elected. The Council will have the ability to invite others to temporarily sit on the council, at the discretion of Staff

Changes in red. Mostly little re-wordings and giving the council similar abilities as it had before the refoms, presumably left out.

    Discuss.
I'm sponsoring this on behalf of, obviously, Mudd, on the basis that it updates the Syntagma in a manner required for the new functioning of the document. Simple but needed changes expressed in this document are intelligent and required.

I for some reason changed this so that it would be a public forum, with the elected members tasked with sorting all the suggestions into actual proposals.. not a bad idea really i think... If thats not what people want then yeah these changes are needed, its just people were complaining about the outrage of not being able to post in the councils.

    EDIT:

Also we could do with an admin setting up the second proth in the symposium

Id be in favor of removing them from the constitution and leaving it in the suggestus for anyone to join, controlled by staff according to our needs.
Well, if I, Belisarius, the Black Prince, and you all agree on something, I really don't think there can be any further discussion.

I'd say that for gathering ideas it is probably best to cast the net as wide as possible, meaning the suggestus. I would suggest retaining the councils in the syntagma, but not as permanent institutions but bodies to be elected/appointed when staff consider it advantageous to have a focus group on a specific project.

    Yeah here was my confusion:

"CoW & CoP are being moved to being specific sub-forums in the Suggestus, membership and rules will remain as present, both councils will be open to Civitates and Patricians"

from the staff proposal 2 here:
    http://www.twcenter.net/forums/showt...staff+proposal

I took that to mean as in a public forum for these ranks, but now i think about it, it could just mean 'open' as in citizens can stand for election and such, but cant post normally.

In any case i do think having all citizens able to post while having an elected group compile the ideas is probable the best way.
