Fortified Passes. They give a little money, have Free Upkeep slots, and can add armour, given they can have the armour buildings.
Except they can't. They have no recruitment slots, and can't recruit anything, which makes the free upkeep slots useless, as a city or castle can only have units it can train itself as Free Upkeep. And also means they can't refit units, either, since there's no recruitment slots for them to work with.
That has been addressed for v2.2
You won’t be able to recruit, but you will be able to retrain.

Hey ROTK team, congrats on the 2.2 release. I've started a Shanyue campaign and can safely say it's great, they're definitely a bit more challenging than the Nanman on account of their lack of elephants - I find a lot of my Nanman playthroughs become quite reliant on Meng Huo's war elephant buqu singlehandedly winning battles, haha.
One thing I've noticed is that, after focusing on taking down Jiaozhou, I can't recruit anything in Shi Xie's settlements. As I check each town's existing buildings and look through the building browser I find that I can build barracks, stables etc. but no matter the level, I won't be able to recruit any units from them, making these settlements pretty useless at anything beyond producing money and agents. Might a future update allow the Shanyue to recruit Nanyue troop equivalents/at least lower-tier Nanyue troops from these settlements (similar to how non-Han factions can already recruit 'Han Gentry Cavalry', 'Levied Han Footmen' and the like from conquered Han settlements) or, if not those, Viet troops like the mercenary skirmishers and footmen already available?
I second this suggestion, otherwise the Shanyue are great fun.

Great to hear, thanks for the quick response Seether.
In the meantime, I've found another small bug: from the building browser I can see that in Han settlements taken over by the Shanyue (I don't know if this affects anyone else b/c I haven't played any faction other than the Shanyue since starting 2.2), the highest-tier archer barracks, the Experts' Range won't allow me to train anything. The Tier 1 and 2 archery buildings are working fine though, allowing me to recruit Levied Han Crossbowmen and their heavy variation with no problems.

I hate to report on a new bug so soon after the previous ones got fixed, but I've just captured Nanhai from Jingzhou (started a new Shanyue campaign after DLing the hotfix) and now I'm seeing that although I can recruit Nanyue troops in the settlement, their names and descriptions just read 'Unlocalised placement text'. When used by Jingzhou, the Nanyue units still have their proper names and descriptions.
Sounds like a bad download of the descr_units and/or strings.bin file.
Re-download 2.2.004, go to the download’s rotk/data/text folder, and copy the descr_units.txt and descr_units.txt.strings.bin files (only those two files). Go to your rotk/data/text folder and paste, overwriting. This is save-game compatible.

Playing as the Cao Clan i found disapointing that whend fighting against Lu Bu in his original faction that he has Gao Shun's battle model in the battlefield.
I think this is a small error, since in earlier versions he had his awesome DW5 model in the battlefield.
I don’t believe I’ve changed anything relating Lu Bu for a while. I’ll check out his descr_strat battle model entry and bmdb files. Thanks for the report.
