Default Tosa Makes Alliance, Breaks Alliance, And Remakes Alliance Every Turn

I'm playing FotS as Chosu, and early in the game I invaded and took the top-left region of Shikoku. The players on Shikoku are all Imperial, and all seem friendly towards each other. Tosa is also still there. Everyone on this island seems to have alliances and trade agreements so I figure I'll join this little neighborhood and chip in. Everyone agrees to trade with me and ally with me.

Except Tosa is weird about it.

They'll accept the alliance, no bribing necessary just the alliance, every time. Except the very next turn, they'll break the alliance. I'll then offer an alliance and they'll accept. Next turn, they break the alliance. And this had gone on in a circle for about 6-7 turns.

Now, what the hell is with Tosa and this merry-go-round? Is this just the game trying to force a conflict here? As in Tosa is coded to want to kick my ass but the AI accepts the alliance, so to kick my ass it gets out of the alliance but before it declares war I get into an alliance again?

    This is all very silly.

    Exactly.

I never get into 6-7 Times, just 2-3, However...

If this happens, Just wait, They'll switch Shogunate...
...Yes, you're right...The AI conflicted on Tosa Ambitious Trait + "Must Hostile To Player for Increasing Difficulty" coding, Against The CAI's judgement that you are a Powerful Faction, a Valuable Ally, a Faction of The Same Allegiance...

But 6-7 times? Whoo...looks The CAI in a real Dilemma...at least for Its own coding...

This is why I really dislike what's become of the series. I don't get how people can just ignore crap like this. This ticks me off because now it's not longer a matter of me being a player in the Onin War but just me taking on all of flipping Japan because no matter what I do someone's going to try and attack me for no reason other than they're coded to. "Create your own history" my ass.
