AI generals huge command level

Hi guys im woundering how AI generals always is walking with almost max command level while my commanders are so lame in that. Btw there is kinda impression that they are rising their stars from nowhere per 2 in 1 turn. Also im using SS 6.4. Is there possibility to lvlup command level as AI is doing that?!

In SS, there are various scripts that give AI generals these insane amounts of command stars.

You can add command stars to your own general via the console (there are tutorials about that on the forum. I can find them if you want me to), or just fight a lot of battles with the general (being outnumbered is better)
