This mod is already finished, except the OP is refusing to upload it because his internet connection makes it either impossible or undesirable to do so. Yeah. Poor excuse and very imprudent. But the OP is also working on an amazing Total War: Rome II graphics mod that he actually released, so he is partially forgiven...

Well, he could release it in different parts, or just release the ground textures, or something. Gawd it is so hard to see all this awesome ground and sky textures go all to waste. This is literally the equivalent to RS vegetation overhaul.

btw, i've a question, if you don't mind. regarding the ability to mod medieval 2 to medieval 3: are you able to augment the hard-coded properties (e.g. edit the "game-engine", which i'm assuming is the proper reference)? specifically for example, are you able to change the operational parameters of "navy" to something more along the lines of Shogun 2 or Empire and with its multi-scaled battlemap animations (e.g. such as ground battles are fought either upon a strategic or tactical scale)?
