velites and antesignani vs elephants
I looked through the export_desc_units file and found that roman antesignani had the combat bonus against the elephants but the velites didn't. If the missiles of some crude antesignani are effective against the elephants how come the javelins of the legionaries or velites are not?

Maybe for game balance, cause antesignani seems to be an elite unit (who are aware of elephants weaknesses dur to their combat experience???), and romans would be too much advantaged against elephant-using factions if they have their most numerous troop effective against elephants with their missile attack!

Ok, but the antesignani are post-marian units. How do we deal with the elephants before the reforms? I tried using the ballistas but for all their accuracy even they cold do no more damage to them than my infantry units.

Velites do work. Any skirmisher should do the trick so long as the eles don't charge them.
