3 Questions ! please answer :)

Hi dear friends
I have 3 questions :
First : Is there any way for make a spawning script in ETW ? For example spawning script for an army or a faction in a specified time ?
My second question :
How can i change region capital of a region with one of the towns of that region ,
For example , Isfahan is region capital of Persia region , I want change the region capital of Persia region to Shiraz (or one of the other towns in Persia region)
and third question :
Is there any way to change borders of 2 regions ?

1st should be possible with the lua scrits but I'm not an expert for Scripting.
2nd and 3rd yet not possible.
