I voted Ptolemaic Just because of the Syracusia Ship ... a ship built by Archimedes of Syracuse and considered the largest of the ancient time .

this ship was part of the Syracusan fleet, ( Unexplicabely CA considers Syracuse just a mere town province according to their historical researches ) the ship was later gifted to the Ptolemaic Kingdom .

Suppose it depends how you define it. For example Romans eventually got the upper hand of the Carthaginian navy. Yet was that due to supperior tactics as opposed to seamanship or ship building prowess?

Carthaginians also traded further, to the west African coast.

The Athenians definitely will get a top-tier tradition which makes ramming more destructive. The Macedonians will probably have some big monsters like Octeres. The Egyptians will probably have the largest ships, which could become absolute fortresses, with the speed and maneuverabilty of fortresses as well.

I believe the Seleucids. They had a long tradition as legacy from the greeks and remember also Demetrius who was dreaming of big warships. The Romans will get them somehow. I am confident that also the Carthaginians will be a challenge on the seas.

WOW, Carthaginian and Athenian win in the poll? I think in that period Ptolemaic and Seleucid fleet were better than Athenian.

Given that the Athenians had a smaller power base than the other factions mentioned they should have a higher-quality navy but maybe fewer in number.
