Editing Building Costa in DAVE

I've been trying to edit the building costs in building_levels table but somehow it doesn't work.

I've tried changing it to a ridiculous amount and I've tried giving it a value as low as 1 but both didn't work.

Can anyone help please?

Firstly are you changing buildings that are in the campaign you're trying to edit?

Secondly have you made a new mod pack with these changes?

Thirdly are you enabling the mod pack with these new building costs?
