Supply Army Rations thingy

What is that for? I've never build it(except for those who need it to advance barracks) because it seems to only give negative tax bonus effects. Also which building would get me gold armor...if possible?

Supply of army rations is needed to build the advanced level barracks in a settlement to raise the numbered legions.Secondly to get the gold armour you must build an awesome temple to vulcan.

PS. Not all barracks give a negative tax bonus. The Curia Hostilia (last of barracks) gives a positive bonus.

Supply of army rations doesn't work for all factions. Carthage one turn for example you can build the last level barracks without it.

So basically it's useless to everyone but Rome and the Ptolemies? and I'm looking for the Greek temple that upgrades the armor.
