Are your farms food production matching your castle + market (if applicable) consumption?
Was part of your happiness level due to having a large force in the castle and you moved them out last turn?
Is their a rival clan nearby with a different religion (Ikko Ikki or Christianity) and corrupting your province with Monks?
Big jump in taxes?
Does that province have a Nanban port spreading Christianity and you're not off setting it with your own monks/temple or change religions?
If you're, say, reloading that instance from your last save, hover over the happiness and see if you can post the breakdown. -4 taxes, -2 occupying invading clan, -2 food shortage -9 different religion etc. Then your positives like +9 suppressing force, +5 stronghold, +2 culture and so fourth.

in etw its more clear what will bring happiness than shogun 2 I think
It just takes some time to get used to that's all. I got screwed like this plenty of times myself till I started reading all the tooltips on everything, so you're not alone.![]()
1. Your Daimyo was dishonored so extremely like 0 honors
2. Emissaries was in your provinces, example; you're Buddhism, there Christian Emissary try to covert your peoples in your provinces, if you leave them be too long, your provinces will be converted into Christ religion and their peoples will revoke against you because you're not Christian. So eliminate them as fast as can.
3. There Ninjas saboteur your castle, your castle are public order keeper so if its was burnt, public order will dramatically reduced, especially no troops inside.
Its easy to make war with others, its never been easy when we need a peace.
My holy damn simple tactic; Strike First, Strike HARD and SHOW NO MERCY.
Post your city overview tab, so we can get an ideia what might be.
It looks like this.
Spoiler Alert, click show to read:
It could be several things affecting public order.
