Transferring troops to another army

As far as I understood, there won´t be troops (e.g. single cohorts) without a general (and outside an army) on the strategical map. This seems to be a good idea to avoid the huge number of small armys we know from former TW games.

But I wonder how I can transfer a specific cohort from army A to army B. Just to build up a elite legion with vetran troops. Will this still be possible? Or is the only way to build up an army to recruit completely fresh soldiers?

It would suck if we weren't able to move cohorts over like we used to. What I suspect may happen is the same system used in previous games, that when you try merging two full stacks or one half or one full you would be given the option to transfer troops back and forth.
