Stockholm richest city?

I hardly managed to get over 10k on major cities like Antioch, Constantinople and York, but Stockholm seems to be by far #1 when it comes to income.
Or isn't it?

It's such a large region with a huge amount of resources. Add a large population with that mix... well, it's self-explanatory.

Lol. I gave it to England, they seemed to be a pretty reliable ally throughout the game, therefore I used them as isolation. Tons of cheats though later in the game to see what could be the max income, managed to get it a few turns later up to 16k+. Was just a joke game however.
