I think it's fine, it worked well in Empire so why not in Rome 2

Cultural victory is biased on the number of culture agents you have. The fact that they are random makes it really frustrating to get a prestige victory.
There is no financial victory as far as i remember. But usually if you win the game you usually have the most money.
And military victory is the same as usual.
Hopefully Rome II will make the victory settings more concrete and

Sounds much like the system from Civ. I wouldn't mind seeing it, it'd be nice to have something to aim for when I'm not feeling as bloodthirsty.

How do you win culture victory?
the prestige victory in empire had nothing to do with culture.. it had more to do with research and size of your military and navy
I would think military is just conquering some land and maybe even defeating some factions.. by conquering some land.
Economic is building up your economy. I typically do this by conquering some land.
Culture is having % of map being your culture. What better way to achieve this then conquering some land?
But hey.. sometimes what I think, is actually wrong. What I do not believe myself to be wrong about is the whole "conquering some land" bit.

I get bored of conquering my way to victory. I want some diplomatic annexes as well. Or ways to force tribes to surrender or accept a lopsided alliance without beating their brains in.
Culture is a quite abstract and difficult to implement into real life (in they way that you can understand why smeone with lots of money or power wins, but someone who has a lot of "culture"...). There is a reason why in the new expansion of Civ V, the culture victory is completly reworked. It made boring camper like games
I'm fine with them as long as there's a "keep playing" option.
I love that at least they're trying to add more dynamics to the campaign map. Im part of that group that wouldn't mind change ALL the campaign structure, because even if battles are great, the current game mechanics tend to horrendous monotony. Specially because of the lack of player options and simpleton diplomacy.
If it's the closest thing we'll get to the awesomeness of Glorious Achievements mode of M:TW, then that is definitely a good thing.
