    Default [Doubt] Recruitment as Rome

I'm currently doing a campaign with Rome, this isn't the first one I do but this time I decided to ask since I was wondering this for so long. I've searched around the forum and I found no answer to my doubt so here goes,
The only place that I seem to be able to recruit units is Italy, I can't recruit troops from conquered cities, at the begin it isn't such a big problem but as I expand it becomes annoying, I'm currently invading Spain after taking North Africa but since I'm not able to recruit troops on the conquered cities I have to keep sending more units from Rome and this is becoming annoying because they take a long time to arrive. So my question is, is this planed to make the mod somehow more realistic or is there a way to recruit troops on conquered cities? Is there some specific buildings that I need to build in order to be able to recruit? I already tried some but I had no success :\

Note: I didn't reach the reforms yet, therefor my units are still the republican ones.

Actually having similar issues with the Greek City States. I can't recruit units in Italy nor Sicily.

See Post Hoc's post. This mod is meant to mimic realistic recruitment, in that you will not be able to sweep in and conquer a settlement and then immediately begin recruiting units. You will, as such, need to plan ahead in your conquests. Bring reserves.

Fair enough, but I don't know how to apply that to the greeks, is there a thread that explains this for the Greeks or do I need to just play around with it and figure it out?
