These numbers were simply impossible as all of Germania Must have been empty After the Cimbri, Teutoni and Ambroni left if you take this numbers seriously.
There were similar numbers like that from a documentary I watched, so I'm rolling with those numbers. Another reason for why those numbers are accurate? That was the suspected number of the Cimbri as a whole, Rome wiped them out, placing tens of thousands of survivors into slavery. The whole tribe was wiped out. That's how much they numbered, and if the tribe was wiped out, then obviously the numbers are going to be around that mark. The Cimbri were a tribe who were always on the move, their families came to the battle and watched as well.

Again, these numbers are just impossible regarding the overall population in Germania during the timeframe.

Funny documentary b.t.w. you mentioned if the really took this numbers seriously.

As long as unit costs are on par with unit statistics (including special abilities) I support variety. This is in fact crucial for multiplayer mode.

Well, I don't want them become Roman clone but at least they could make them stronger a little so they could last longer in the battlefield. Like in Hannibal campaign when Hannibal's Iberian Infantry stood their ground versus incoming Roman legion, by time for their spearman and cavalry to trap Roman in a vase. Not like in vanilla RTW when Hastati can break through an Iberian Infantry line in a blink of an eye.
Or like how Barbarian basic infantry ( Warband? ) have 240 instead of normal 160 man per unit, or pretty OP hoplite in hellenic empires.
And yes, later we have something like Elephant, Cataphract, Berserker ... to counter Roman but we can't afford to mass produce them to field against Roman.

CA have gone out of their way to balance the Campaign map, by adding more settlements to germany, the far east, etc, to better balance the factions. Nothing I've seen says they stopped at that, it wouldn't surprise me to see the units all pretty close stat wise. Perhaps later cohorts will be better stat-wise, but even then I don't think it'll be a large advantage.

I don't think units should have same stats since some factions have elephants and some don't, some got chariots and some don't, some got good superior cavalry and some don't , so in order to balance factions the x faction units need to have weaker infantry since they got elephants or cavalry or whatever, while the y faction units have to have better infantry since they don't have any of those units, its actually more balanced like this.
