paladorf strange building

hi, 2 questions regarding the gerudo campaign

in paladorf, there's a building called 'region owner switch target,' gives -100% to public order and health. description says 'so that cities can be given to spawning factions.' when i sold it, my income increased by about 700...but idk if it's vital for campaign purposes or anything

also, at the end of turn 15, the game crashes, i've tried reloading saves but seems like it's unavoidable

deleate those buildings when you see them.
