You probably get as many garrisons as regions. Imo, you should be able to march a garrison away if you wanted, leaving the city defenseless AND after a turn hurtinf the economy and population of the region, since you have taken most of the men away.
I have one thing to say about the army cap its wrong it may have good intentions but the only way you should limit armies is by population and Wealth not some magical cap set for every empire and faction its just retarded to be honest. Realism people this army cap is not realistic or even close to historical the only way to make is realistic is to make it based on population and wealth and maybe some other type of reasons as well like political.
Total War is the only massive war game that has yet to be Surpassed keep up the good work CA don't let us down!!!!

Have you played Shogun 2, Empire and Napoleon? There every city had a base garrison, it was crap but it was there. Garrisons will be like that, but hopefully they will be less crappy (more and better units) and there will be ways to improve them, like specific buildings.
I have played shogun 2 but i did't know( wasn't sure) how ca will handle it.
