Interviews like this are to get new players into the game, and you will find that 99% of them wont care/have a clue about mod tools.
It would be like trying to sell a car and saying... "not only is its top speed 150mph, but it was designed by a man named buhasapetapetalon" (ie... useless information to 99% of people)
I think, that's incorrect. Many people who played any type of game (even if only the sims), well know about the modifications and modding. Modding has been around since Doom, or even earlier. Asking about mods isn't something you generally ask a dev especially if you are gonna make a general interview.

You just don't hear from them because they aren't on forums like these looking for mods, so they are underrepresented on the internet.
not asking about "mods" , but asking about support such as tools. Unless you have been living under a rock in the past 10 years, the most popular games come with some sort of modding tool, or kit or just basically some tech-info about altering the gameplay. Pete Hines(oblivion dev): My favorite one so far is a very simple, very cool mod that allows you to cast a spell on a target and see how hostile (or friendly) they are towards you based on the color of the magic effect that will appear around them. Between the number of established modders we have who did some great stuff with Morrowind, and our new Wiki that allows folks to better share and contribute information with the rest of the community, I think the Oblivion mod scene is going to crush the fairly substantial one that we had for Morrowind.
And let me not quote others about games such as Warhammer (built in troop builder), Empire Earth, Half Life 1/2 etc. I know, i have read many interviews in my life and most of them had such questions or have answers or previews reporting the such tools.
My problem is not that this interview doesn't contain any questions about modding support, but none of them so far has.
