Double check that you've installed to the correct directory, which in my case would look like this: C:\Program Files (x86)\SEGA\Medieval II Total War
Try altering the compatibility settings for the game. Windows XP (Service Pack 3) should suffice.
I'm not entirely sure as to what caused your issue, I've had M2TW on my Windows 8 Laptop for 6 months now, I hope this helps a bit.

You'll find at least five threads already about this.
1. log in as Administrator. A must.
2. Disable the UAC. no way around it now..
3. Take ownership of C: drive. Other ugly heads pop up if not.
4. Uninstall the game and remove all traces from your harddrive including registry keys. Ccleaner seems to be the best about now after the uninstall.
5. Install anyplace but Program Files (x86) or your bugaboo will come back to haunt.

1. The profile says I am the "owner" so presumably that means "administrator"? There is only one user and no log in... I just turn it on.
2. What is the UAC?
3. What do you mean by "take ownership of drive C" - how do I do that?
4. I can uninstall the game... I have not heard of "Ccleaner" is it an online tool? Can you give me a link so I don't inadvertently install a virus...
5. When I downloaded it from Steam there was not an option about where it would save (I don't remember anyway)...

If I copy the whole Steam directory on to a removable hard disk and then remove all traces from my PCs hard drive (and do that C-Clean thing) will it work if I then copy it back to C:/ (but avoid the programe files directory)... will it be "installed"

I'd try it knowing Steam will have to update itself to the new location when you log in.

Well it worked for a while then certain mods I am working on (IB2) were not working properly. So tried moving it between directories (to Program Files from Program Files x86) and then it stopped working. I have tried to re-install from those ******S at Steam only for it to not allow me to install the game anywhere except C:/Programe Files (x86)/Steam ....
I spoke to someone at SEGA via email and they offered me a load of pointless suggestions (things already tried) and then told me, and I quote:

I have Steam on D: drive so someone is full of **** and Sega support only knows what corporate tells them of which isn't much.
How much room do you have on C: drive? I know the disc version was 9gb minimum before it let you move it.
