Yes. Accepting a gift is legit. However if the purchase method is illegal (using proxy etc to buy the game not from your regional store etc) your gift might be revoked (and your account might be suspended).

I've been the business for more than 4 months and no one have ever complained about their gift getting revoked, I'm not using any illegal ways to obtain the games, also, game revoking usually happen only when the money paid for the game get charged back.

Well, I don't think that many people get caught doing those deals but it's still not allowed by Steam.

Personally, I often buy steam keys from Amazon.com (US) although I am from Germany. That isn't exactly correct either. In the end, it's every ones personal decision which risk to take. Just don't say that what your are doing is completely legit
