A quick google search turned up this. Not sure if it comes with the Greek City States DLC... if you could confirm that it does, I will add it to the OP.

Hmm, that is strange. You are saying that none of the four worldwide digital download links work for you? In which country are you located? We might be better able to help you if we knew that.

Dear friend , I don't have problem with digital download as it could be done from anywhere ! I'm want to obtain a physical copy of the game because with slow speed internet connection we have here it would be really frustrating to download a whole over 30Gig plus future updates for Me :p That's why I want to have the discs.

Its working for me well first have to create an account on GMG and login (on the top right side of the main page) once u are done with this search for ROME and click to prepurchase. Just below it says "25% off above price with Voucher Code: GMG25-GDSAK-7FPWQ" so copy that code and go to the basket where your RTW2 is now. Click to go to the checkout and then u paste that voucher and then continue with payment.
u can use zavvi but their shipping to India is quite expensive 7 pounds i think

Like I said, it seems reliable, but I'm not sure if they include the Greek DLC. You will have to contact them to clarify that. Otherwise, as fanest said, you can use zavvi (but because of the cost of shipping to India, I think you are better off buying a physical copy locally).

Ok, so I checked out zavvi's delivery system, and curiously enough they deliver to all the countries surrounding Iran (Iraq, Turkmenistan, Azerbaijan etc.) but not to Iran itself.
I have a feeling it might be due to a trade embargo, or some other political nonsense. If that is the case, I think your best option is to try to find a local seller of the game, from within Iran or from surrounding countries. Perhaps someone else on the forum knows more about your region than I do, and can give your more information

Good question! I'm not sure, but I don't think it is a big concern even if the language is set to Portugese by default, because in previous Total War games there were ways to switch back to English. Also, you can change language options of many games via Steam itself.

I sent Nuuvem a mail asking if the game could be set to English and if the Greek Factions Pre-Order DLC will be available.
Unfortunately I translated the message to Portuguese using Google Translate so I hope it made sense.
