Like I said, the game is not region-locked to play, however you cannot buy a game from a foreign Steam store. You can have a foreign friend gift you Rome II. You will then be able to play the game from anywhere.
The Russian Steam store currently has the lowest price for pre-ordering the game, so if you've got a friend that lives in Russia, you're in luck!
Yeah. Thanks. I got confirmation from Steam forum that Steam may ban my account if I do that. Evil Steam

Unfortunately I don't know anyone in Russia except Vladimir Putin but he has not reply my PM yet.

    Rules and stuff

I saw some posts concerning the price of pre-ordering Rome II, and it seems the prices vary greatly from region to region, making it quite hard to tell if you are getting a good deal

So, starting now, let us as a community comb the interwebs for the best deals on pre-ordering this awesome game!

    Rules:

Spoiler Alert, click show to read:
Product must be available worldwide. I know in some places in Europe you can pre-order the game for under $45, but that doesn't help the people living in Australia, or those of us in the U.S.
-Edit: I added a section for best "World-wide" price, and also a section for best Regional prices. If you know of some good deals in your area, feel free to post it!

-Product must be the "full version"... e.g. you can pre-order Rome II quite cheaply in some online stores, but you may not get the Greek Cultures pack. Read the fine print.

-The seller must be reliable/have favorable reviews. It IS the internet after all, some deals that sound too good to be true, probably are

-Must be legal. Don't bother posting links to "free" downloads and whatnot

    -Please post only productive comments

    Helpful tip:
Spoiler Alert, click show to read:

Is it allowed if I ask someone else to buy a game that is not locked to a region, and gift it to me?
Yes, this is allowed. BY THE WAY, this also works fine on region locked games. It helps to have a friend in a non-locked country like USA, because they can buy the game and gift it to you, and it's perfectly legal.

Also, mind that some games have different region versions. Those versions count by where they have been bought, not where they have been installed.

Hmm, that is strange. You are saying that none of the four worldwide digital download links work for you? In which country are you located? We might be better able to help you if we knew that.

Edit: @Dictator of the Roman Republic Thanks, fixed

Dear friend , I don't have problem with digital download as it could be done from anywhere ! I'm want to obtain a physical copy of the game because with slow speed internet connection we have here it would be really frustrating to download a whole over 30Gig plus future updates for Me :p That's why I want to have the discs.

BTW ,I live in Iran as indicated in my profile

    Thanks beforehand for help

Its working for me well first have to create an account on GMG and login (on the top right side of the main page) once u are done with this search for ROME and click to prepurchase. Just below it says "25% off above price with Voucher Code: GMG25-GDSAK-7FPWQ" so copy that code and go to the basket where your RTW2 is now. Click to go to the checkout and then u paste that voucher and then continue with payment.

Like I said, it seems reliable, but I'm not sure if they include the Greek DLC. You will have to contact them to clarify that. Otherwise, as fanest said, you can use zavvi (but because of the cost of shipping to India, I think you are better off buying a physical copy locally).

    Whoops, sorry for misunderstanding haha
Ok, so I checked out zavvi's delivery system, and curiously enough they deliver to all the countries surrounding Iran (Iraq, Turkmenistan, Azerbaijan etc.) but not to Iran itself.
I have a feeling it might be due to a trade embargo, or some other political nonsense. If that is the case, I think your best option is to try to find a local seller of the game, from within Iran or from surrounding countries. Perhaps someone else on the forum knows more about your region than I do, and can give your more information

If i buy from Brazil the digital copy, you think it will come in Portugese? :/
"we're way way pre-alpha and what that means is there is loads of features not just in terms of the graphics but also in terms of the combat and animations that actually aren't in the game yet.So the final game is actually gonna look way way better than this!” - James Russell, CA
Just like the elephant animation, this Carthage scenario is actually in the game, it just has a small percantage factor for showing up, that's all...

Good question! I'm not sure, but I don't think it is a big concern even if the language is set to Portugese by default, because in previous Total War games there were ways to switch back to English. Also, you can change language options of many games via Steam itself.

If you're still concerned, you could contact them at their website, or choose a different seller instead.

It depends on your Steam installation. If English then it will be in English. If other language then it will be as long is supported by the game.

Unfortunately I translated the message to Portuguese using Google Translate so I hope it made sense.

@Yonatanl2 Cool, I will update the OP when you get your response. Also, it does state on the product description (on the left side of the page) that the Greek DLC comes with it.
