Welcome to the forms! you should have gotten a message saying your military was mobilizing around turn 5 and the i got mine at 41 that says your military is mobilized and you'll be able to recruit your elite units and get plate armor.
What faction are you playing? I assume youre not using any submod?

i think if you go local disk> program files>steam>steamapps (or sega where ever you've got medieval 2 kingdoms installed)>common>medieval 2>mods>(your third age folder)>data>world>maps>campaign>imperial campaign> and then open the text file descr_events it should tell you when the event will or should have fired.

It's not a question of where it grips it. It's a simple questions of weight ratios; a five ounce bird could not carry a one pound coconut.

I've not played eriador myself so I don't know what city levels they have, but say for example a large town can only build tier two buildings so that may be your problem. for most factions you need atleast a minor city or a fortress to build the better units.
Unit recruitment is also restricted by culture. Some units require say 50% Dunedain culture before you'll be able to recruit them. but construction is only limited my the size of the settlement (town, large town, minor city, large city, huge city) if you put your mouse over the population it will tell you how many people are required for the settlement to grow.
