Why can't you train silver shield phalanx in the campaign game?

Because they aren't in the game, and weren't really created until near the end of Alexanders campaign in history.

Silvershields was just a nickname used for some of Alexanders more experienced troops. The story goes that when Alexander entered Babylon and Persepolis, he came across so much treasure that he distributed amongst his men. And a band of veterans took the silver they were given and laced their shields with it.

It might have been one of the three Hypaspist units. The Agema perhaps?
